You don't need expensive and complicated Photoshop. I prefer Paint.NET; it's free and great. With this program you can make amazing reflection within a couple of seconds. All you have to do is to prepare two images and to put them together into the third image. No layers, no complications. Save in PNG format 'cause PNG is the most quality format and perfectly supports transparency.

Note: I have been buying my modelling tools for many many years and in different countries, therefore, today I couldn't find the exact tools I used in this video. But following are equivalent ones:
